Shaping the technology organisation

Context

Vanguard's European business spans UK Personal Investing and European Financial Adviser Services, operating under UK and European regulation while drawing on the technology capabilities of a global firm. I joined in October 2024 as Head of Architecture and was appointed Head of Architecture and CTO in February 2026.

The constraint

In an organisation of this scale the binding constraint is rarely a missing technology. It is coherence: keeping business strategy, architecture, engineering practice, governance and investment pointed at the same outcomes, and doing it within a regulatory environment where trust is the licence to operate.

The intervention

As Head of Architecture and CTO I lead architecture and the platform-engineering function for the European business. The work is translation in both directions: turning technology strategy into executable priorities for engineering teams, and shaping the operating model, organisational design and platform investments so European needs connect cleanly with global capabilities. That includes driving engineering excellence and clean architecture across UK Personal Investing and European Financial Adviser Services, and leading enterprise AI enablement with responsible AI governance appropriate to a regulated financial-services firm.

Outcomes

• Architecture, platform engineering and technology strategy for Vanguard Europe run as one connected function.
• Technology strategy translated into executable engineering priorities across two European business lines.
• Enterprise AI adoption progressed under governance designed into the system rather than bolted on.
