Designing the environment, not just the system

Architecture, platforms and AI enablement at Vanguard Europe

The environment

Vanguard's European business: UK Personal Investing and European Financial Adviser Services, regulated locally, powered by the technology organisation of a global asset manager. I joined as Head of Architecture in October 2024.

The constraint

At this scale nothing fails for lack of technology. Things fail when strategy, architecture, engineering practice and governance drift apart, or when a European business needs something the global platform road map has not prioritised. The constraint is coherence across an organisation, under regulation, at pace.

The intervention

As Head of Architecture and CTO for Europe (Head of Architecture from October 2024, appointed CTO in February 2026), I work on the connective tissue: translating technology strategy into executable priorities, driving engineering excellence and clean architecture across both business lines, shaping the operating model so European needs connect with global capabilities, and leading enterprise AI enablement with responsible AI governance designed in rather than inspected in afterwards.

The result

Architecture, platform engineering and technology strategy operate as one connected function for the European business, with AI adoption progressing inside a governance framework a regulator can respect. This chapter is current, so its fuller results belong to a future update.

What I learned

The unit of design keeps expanding. After applications, platforms and companies, the thing being designed now is the environment in which other people's design decisions happen: incentives, operating models, governance and investment.
